Lugar de trabajo: Instituto de Investigaciones. Facultad de Psicología. Universidad de Buenos Aires. La presente investigación se propone describir el alcance de la participación estatal en la efectivización, defensa y resguardo del derecho a la salud de los niños/as y adolescentes de la Ciudad de Buenos Aires en situación de desamparo y desafiliación social a partir del análisis del “Programa de fortalecimiento del circuito de protección contra toda forma de explotación, visible o no, remunerada o no, de niños y niñas menores de 15 años”. En el marco de un convenio preexistente, se trabajará en colaboración con el Consejo de los Derechos de Niños, Niñas y Adolescentes de la Ciudad de Buenos Aires, organismo que implementa el mencionado programa. Enmarcada en el enfoque teórico denominado Investigación en Sistemas y Servicios de Salud, la investigación privilegia la vinculación con la acción concreta; incluir en la delimitación de la investigación la visión de los actores directamente involucrados en la problemática y en la implementación de los resultados; e intentar relacionar la actividad académica con la toma de decisiones en políticas sociales. Se trata de un estudio exploratorio descriptivo que incluye como estrategias de integración metodológica procedimientos de combinación, y de triangulación en cuatro de sus vertientes: de datos (cuali – cuantitativos), teórica, de investigadores y disciplinas.

Resumen en Inglés:

Title: Integral protection and public policies for children and adolescent: the right to health of abandoned and not covered by social security boys/girls and adolescents in the city of Buenos Aires. Working Place: Instituto de Investigaciones (Investigation Institute). Facultad de Psicología (School of Psychology). University of Buenos Aires. The objective of this investigation is to describe the extent of the government participation in carrying out, defending and protecting the right to health of abandoned and not covered by social security boys/girls and adolescents in the City of Buenos Aires, based on the analysis of the “Program to strengthen the circle of protection against all forms of exploitation, either visible, invisible, paid or unpaid, of boys and girls under 15”. According to a previous agreement, the investigation will be carried out together with the “Department of Girls, Boys´ and Adolescents´ Rights” of the City of Buenos Aires, in charge of implementing the abovementioned program. In accordance with the theoretical framework called Investigation in Health Systems and Services, the investigation focuses on concrete actions, includes the vision of the persons directly involved in the problem and the implementation of the results, and tries to relate academic activity to decision making in social policies. It is an exploratory, descriptive study, which includes as methodological integration strategies, the combination and triangulation of four of its sources: data (quantitative - qualitative), theory, investigators and disciplines.
