Resumen en español:

El Proyecto estudia las características de las políticas públicas de infancia, en su articulación con el campo de la salud. Analiza las políticas sociales y las respuestas institucionales estatales a la luz de la legitimidad cobrada por la noción de protección integral de derechos. En este marco, aborda el proceso de construcción del “Sistema de Protección Integral de los Derechos de las Niñas, Niños y Adolescentes” en la Ciudad de Buenos Aires, impulsado por la reciente sanción de la Ley 26.061/05.
Enmarcada en el enfoque “Investigación en Sistemas y Servicios de Salud”, se privilegia la vinculación con la acción concreta desde una perspectiva transformadora de la realidad; la inclusión de los actores involucrados en la problemática; y la transferencia de los conocimientos producidos.
Se incluyen como estrategias de integración metodológica procedimientos de combinación, y de triangulación en cuatro de sus vertientes: de datos, teórica, de investigadores y disciplinas.
En el marco de la nueva legislación, las respuestas institucionales destinadas a la niñez asistirán en los próximos años a un profundo proceso de reformulación, el cual requiere ser estudiado dado su alcance y efectos, así como también debido a la ausencia de producción científica específicamente destinada al tema dado su actualidad.

ADVANCES AND CHALLENGES IN THE BUILDING OF A COMPREHENSIVE SYSTEM FOR THE PROTECTION OF THE RIGHTS OF CHILDREN AND ADOLESCENT: CHILDREN’S RIGHT TO HEALTH UNDER SOCIAL VULNERABILITY CONDITIONS IN BUENOS AIRES.
The Project examines the features of public childhood-protection policies in relation to the area of health. It analyzes social policies and the response of state institutions in the light of the legitimacy attained by the idea of the comprehensive protection of rights.
Within this framework, it addresses the process of establishing a “System for the Comprehensive Protection of the Rights of Children and Adolescents” in the city of Buenos Aires, as a result of the recent sanctioning of Law 26,061/05.
Focusing on “Health services and systems research”, it favours the linkage with concrete actions from a perspective of changing reality by the inclusion of players involved in the issue and ensuring the transfer of acquired knowledge.
Strategies for methodological integration include combination and triangulation procedures in four aspects: data, theory, researchers and disciplines.
Within the framework of the new laws, institutional response to childhood issues will undergo a profound restructuring process in the coming years, which must be examined given its scope and effects, and the lack – due to its novelty - of scientific output specifically addressing the topic.
