En las conclusiones se observan dificultades para que este grupo de niños/as pueda atenderse en servicios del subsector estatal en lo respectivo a la salud mental, existiendo barreras geográficas, organizacionales, económicas y simbólicas que se relacionan con su situación particular. La asistencia se obtiene predominantemente en servicios “especializados” en problemáticas de abuso y maltrato, ya sea del subsector estatal o privado. En los casos que se busca sostener su atención en servicios “no especializados” del subsector estatal la estrategia utilizada desde los hogares es la construcción de redes informales de derivación con profesionales que se muestren dispuestos a alojar las particularidades de su situación.

Abstract:
This paper is part of the UBACyT P040 project. Its aims are to describe the legal framework of the NGO run children welfare homes which have an agreement with the Buenos Aires City Government, and to describe and analyze the dimensions of the accessibility to mental health attention of the children and adolescents living in those homes, as well as the different ways in which the services are used by them.
It is an exploratory study which applies a qualitative methodological strategy. Data was produced by a documentary study and interviews to key informants and heads/professionals working in the children homes.
The conclusions show difficulties for this group of children and adolescents to access the public mental health system. There are geographical, organizational, economical and symbolic barriers which are in direct relation with their special situation.
This group of children is assisted mainly in specialized services for abused or maltreated children, both in the public and private sectors.
The construction of informal nets of professionals is the chosen strategy in those NGOs where it is decided to sustain the assistance of the children in non-specialized services from the public sector.
