El gobierno del sistema educativo: El rol del Estado federal en la aplicación diferencial -en las jurisdicciones- de las reformas en la obligatoriedad escolar.

Resumen:
Se pretende analizar la reforma iniciada en 2006 para identificar rol del Estado
(nacional/provincial) en la promoción de la educación pública
en función del contenido de las políticas ejecutadas -en la aplicación
diferencial (en plano jurisdiccional)- de la obligatoriedad de la escuela secundaria.
Se plantea: ¿qué alcances tienen reformas en educación
secundaria, en el plano del gobierno del sistema, a la luz de las aplicaciones
jurisdiccionales? Se formula como hipótesis de investigación que:
Las reformas educativas recientes habrían modificado el rol del Estado
federal/jurisdiccional en la educación debido complejas instancias de
coordinación y concertación federal, que no resultan necesariamente
congruentes con las aplicaciones jurisdiccionales de las políticas nacionales.
Con este marco se plantea el siguiente objetivo principal: analizar la reconfiguración
de la organización institucional del sistema educativo, entendida como
configuradora de las prácticas y distribución de recursos de gobierno
a la luz del rol del Estado federal en la aplicación de la reforma del
nivel secundario en el período 2011-2018. Los cambios en esta dimensión
indicarían la forma en que el Estado ha modificado la distribución
de competencias de gobierno del sistema educativo entre los niveles (federal,
nacional, jurisdiccional) y organismos (Consejo Federal de Educación)
en lo que refiere a la educación secundaria y la formación docente
para este nivel. Este objetivo profundiza la línea de investigación
desarrollada por este equipo en cuanto a la conformación histórica
reciente de la estructura académica y la organización institucional
del sistema educativo ya que daría cuenta de las discrepancias y racionalidades
de lo federal y de lo jurisdiccional. En este caso, en el análisis del
rol del Estado en la regulación de estas dimensiones del sistema educativo,
se demarca el período 2011-2018 ya que la aplicación de la ley
26206 por parte de las jurisdicciones permite vislumbrar continuidades y cambios
de las políticas educativas, durante dos gobiernos diferentes, en ambos
planos (nacional y provincial). Lo cual habría profundizado la tendencia
histórica a la diversificación dispersa en cuanto a la organización
institucional y académica del sistema, en el plano de las jurisdicciones.
Esto último pone en riesgo el goce del derecho a la educación
al permitir la coexistencia de diferencias en las duraciones de los niveles
educativos obligatorios dentro del sistema educativo argentino.

The Government of Education System: The Role of the Federal State in the differential
implementation -by the Provinces- of the Compulsory Schooling Reforms

This project focusses on the education reform which started in 2006. The main
objective is to analyze the role of the federal State and the provincial States
in the promotion of public education according to the public policies implemented
by the provincial governments, in order to expand the compulsory secondary schooling.
Thus, we can formulate the following research question at the governmental dimension
of the education system: What are the results of the secondary education reforms
at the provincial levels? As a consequence, it is possible to think (as a hypothesis
of research) that the contemporary education reforms have modified the role
of the State (federal/provincial) in the education system since the complexity
of the agents of coordination, which were created by the new legislation. The
main objective of this project is to analyze the re-structure of the institutional
organization of the educational system. This category is understood as the dimension
of analysis in which it is possible to identify the ways of governmental resources
are distributed in a national system of education. In this case, we will search
to see the role of the federal State in the implementation of the secondary
education reform in the period 2011-2018. The changes in this dimension would
show the ways in which the State has modified the distribution of governmental
competences among the different levels and agencies (federal, national, provincial,
Federal Council for Education), mainly at the secondary schooling and at the
teacher education policies for secondary schooling. The purpose is to study
the rationalities of the federal and the provincial dimensions of the government
of the education systems in the federal regime of Argentina. This research of
the role of the State -in the regulation of the academic structure and the institutional
organization- takes into account a period (2011-2018) in which the implementation,
by the provincial States, of the National Education Act -26206- allows us to
analyze the continuities and disruptions of the educational policies. Under
the same legislation, different governments (at the federal and at the provincial
levels) have instrumented several changes, which would increase the historical
diversification of the educational differentiation of the system. This last
turns against to the right to education in the sense that inside the same country
there are differences -among the provinces- at the education levels extensions.
