El proyecto retoma un tema trabajado en un proyecto UBACYT, se trata
de analizar la accesibilidad a los servicios de salud de usuarios pobres del
AMBA. Dada la crisis financiera, los servicios de salud, comienzan a limitar
sus prestaciones. Una de las formas es imponer barreras de accesibilidad a aquel
que no resida en su área de influencia (considerarlo otro, foráneo).
El AMBA forma un conglomerado urbano donde hay un intercambio cotidiano de personas,
bienes y servicios. El límite entre el conurbano y la Ciudad es solamente
político, desde el punto de vista social y urbano constituye un continuo.
El estudio indagará las representaciones sobre la accesibilidad a los
servicios de salud de los usuarios pobres y las prácticas de utilización
de servicios de salud y de cuidado de la salud que desarrollan los mismos en
el contexto de la Reforma Sectorial. También se incluye el análisis
de las representaciones sobre “el otro” como sujeto de derechos.
Desarrolla para tal fin una estrategia metodológica cualitativa e incluye
técnicas cuantitativas y cualitativas. Siguiendo la tendencia en Investigación
en Sistemas y Servicios de Salud, intenta relacionar la actividad académica
con la toma de decisiones en políticas sectoriales.

Accesibility to the health services by “poor” users of the AMBA:
analysis of representations and practices in select groups
The project is going to analyze the accessibility to the health services by
"poor" users of the AMBA (The AMBA is an urban conglomerate, where
daily there is an interchange of people, services and goods). It is about a
theme that it was already worked in a UBACyT project.
Due to a general financial crisis, the health services have been reduced. On
of the ways to limit the offers is to impose barriers of accessibility to the
people who does not live in the Área of influence. The border between
the suburbs and the City of Buenos Aires is only a political division. From
the urban and social point of view, it constitutes a continuos. This research
project will investigate the representations on the accessibility to the health
services by "poor" users and the practices of utilization of the health
services and of the health care that they develop in the context of the Health
Reform. It will also analysis the representations on the "other one"
as citizens of rights. It is going to develop a qualitative strategy methodology,
including quantitative and qualitative techniques. This project, following the
tendency of the Health Systems and Services Research, will promote inter-linking
between academia and the policy makers in the health sector.
