El objetivo general de esta investigación es elucidar los significados atribuidos a la Educación Ciudadana en el nivel medio de enseñanza contrastando las concepciones y prácticas educativas de docentes y alumnos sobre los procesos de enseñanza-aprendizaje implicados, en 3º, 4º y 5º año de establecimientos educativos de la Ciudad Autónoma de Bs. As.
Se trata de un estudio de casos exploratorio y cualitativo con procedimientos cuantitativos para ciertos datos, a realizarse en instituciones públicas. Para la recolección de datos se conforma una muestra con los documentos curriculares vigentes sobre Educación Ciudadana de nivel medio y se utilizan cuestionarios escritos dirigidos a docentes y alumnos de 3º, 4º y 5º año. Profundizando la exploración, en 5º año se observan clases de la materia Instrucción Cívica y se realizan entrevistas semiestructuradas a los docentes y alumnos observados. Se analizan las normativas curriculares vigentes; las concepciones, intereses y objetivos que orientan la práctica docente; y las opiniones de los alumnos sobre los conocimientos recibidos y particularidades de su apropiación, y el interés suscitado por la educación ciudadana.
Qué significa hoy enseñar y aprender ciudadanía en el nivel medio de enseñanza desde el punto de vista de los actores educativos constituye una necesidad de significativa implicancia que el presente proyecto intentará dilucidar.

The general aim of this investigation is to elucidate the atributed meaning to the citizenship education at secondary school. It contrasts the conceptions and educational practices of teachers and students about the process of teaching-learning involved in 3rd, 4rd and 5th year of the educational institutions of the city of Buenos Aires.
It’s a research of probing and qualitatives cases with quantities procedures for some data to be carried out in states institutions.This study propose for the collection of facts a model with the valid curriculum documents about citizenship education at secondary schools and written questionaries are used for teachers and students of 3rd, 4rd and 5th year. Deepen the research classes of 5th year in the subject of Civic Instruction are observed and semi estructured interviews are made to the respectives teachers and students. It’s analized the valid curriculas normatives; the conceptions, interests and aims that direct the teachers practise; also the opinions of the students about the knowledge received and the privates of their learning; and the refreshing interest about the citizenship education.
What’s the meaning today of teaching and learning citizenship at the secondary school taking into account the different views of the educational actors involved conform a necessity of significant implication that the present study will try to elucidate.
