Percepción e Incumplimiento de Normas en el Subterráneo de la Ciudad de Buenos Aires.

Resumen:
Los sistemas de transporte público son servicios esenciales y necesarios para asegurar la sostenibilidad, la equidad y la habitabilidad de las ciudades. Desde hace años, los países invierten en el desarrollo del subterráneo, ya que es considerado el transporte público más idóneo para atender a los problemas que genera la congestión del tráfico, la polución, el ruido, los tiempos de movilidad de los pasajeros; y el transporte de un caudal importante de personas con un bajo coste energético. Sin embargo, el éxito del sistema de transporte público depende del número de pasajeros que el sistema es capaz de atraer y retener. El subterráneo, como todo transporte público, es un sistema con normas rígido que impone la sincronización de comportamientos y la automatización de hábitos. A partir de estas normas, este medio de transporte busca un balance entre el control del comportamiento de las personas y el respeto por la libertad de los pasajeros. El control y la libertad son dos variables interdependientes que están en constante conflicto en espacios públicos que son compartidos por muchas personas. A partir de estudios previos se observó que la transgresión normativa en el subterráneo genera malestar, disminuye el bienestar de las personas, y promueve dinámicas negativas entre los pasajeros. Sobre todo, las personas reconocen que se genera una relación tensa y agresiva entre los pasajeros en las horas de mayor aglomeramiento. Con el aval y el interés de la empresa Subterráneos de Buenos Aires Sociedad del Estado (SBASE), el objetivo general de este proyecto es analizar la percepción del incumplimiento normas y el control social en los subterráneos de Buenos Aires. Para ello, se diseñaron dos estudios empíricos. En el primer estudio, se analizará la caracterización y la percepción que tienen los usuarios de 17 normas del subterráneo de Buenos Aires. El diseño es no-experimental y transversal, y el tipo de estudio es descriptivo y correlacional. En el segundo estudio, se analizará el ejercicio del control social a partir de un experimento de campo en seis estación del subterráneo. Se evaluará si las personas ejercen el control social cuando ven que alguien tira basura en las instalaciones del subterráneo.

Public transport systems are essential and necessary services to ensure the sustainability, equity and livability of cities. For years, countries have invested in the development of the subway, since it is considered the most suitable public transport to deal with the problems generated by traffic congestion, pollution, noise, passenger mobility times, and the transport of a significant flow of people with a low energy cost. However, the success of the public transport system depends on the number of passengers the system is able to attract and retain. The subway, like all public transport, is a rigid normative system that imposes the synchronization of behaviors and the automation of habits. From these norms, this means of transport seeks a balance between the control of the behavior of the people and the respect for the freedom of the passengers. Control and freedom are two interdependent variables that are in constant conflict in public spaces that are shared by many people. From previous studies, it was observed that the normative transgression in the underground causes discomfort, diminishes the well-being of the people, and promotes negative dynamics among the passengers. Above all, people recognize that a tense and aggressive relationship is generated among the passengers in the hours of greater agglomeration. With the endorsement and interest of the company Buenos Aires Underground State Society (SBASE), the main goal of this project is to analyze the perception of non-compliance with norms and social control in Buenos Aires subways. To do this, two empirical studies were designed. In the first study, the characterization and the perception that users have of 17 standards of the subway of Buenos Aires will be analyzed. The design is non- experimental and transversal, and the type of study is descriptive and correlational. In the second study, the exercise of social control will be analyzed from a field experiment in six subway stations. It will be evaluated if people exercise social control when they see someone throwing garbage in the underground facilities.
